Could anyone tell what are the options to visit the Shan state in Upper Myanmar.

Would normal visa do or special permit required to visit the area?

Can one entre Shan state overland from Thailand in Mae Sai.

SHAN State information.

The border at Mae Sae can be used for visits to the surrounding area. But, depending where you want to go, you may need further permits from the MTT (Myanmar Travel and Tourism)... You are not able to travel overland to the interior of Myanmar.

From October 2006.. people were not alloweved to enter or exit this way on the 4 week tourist visa... and then fly to the interoir (Heho or Mandalay) as had previously been possible. Most visitors now fly to Yangon (or Mandalay from Chiang Mai)... and return by air.

You probably need to ask the MTT what you are allowed to do and what special permits you require.
