We have not received our visas and passports back from the Myanmar Embassy in Washington, DC, although they have had the materials for 2 1/2 weeks. Phone or fax inquiries do not go through.. Do you have any advice? Is this delay common?

Yes, this is normal - if you applied too early they will keep your documents in the embassy for a while.
